Scarborough Methodist Circuit Meeting 19 September 2006 at 7.30pm held at Wesley Methodist Church.
The Rev Mark Haynes chaired the meeting.
1. Welcome Mark welcomed any new members to Circuit meeting and Rev Steven Burgess for attending. 2. The opening devotions were led by Rev Mark Haynes.
3. Attendance 43 Members signed the attendance sheet 16 Apologies were received The meeting requested that a letter wishing Neil Brockbank and family well on their move to Blackpool and a letter of greeting to Maisie Adamson who is unwell.
4. Minutes of the previous meeting The minutes of the last meeting held on 15th June 2006 were agreed and signed.
5. Matters Arising There were no matters arising.
6. Matters from Conference or Synod Report called "What sort of Bishops" is to be discussed by Conference next year. A CD rom has been produced which was not easy to understand, therefore a group from the district have produced a more user friendly CD rom. There will be consultation at Westborough on 4th October at 7.30 where views will be sought.
7. Circuit Stewards Report Ruth Dale reported on Synod which was held at Queen Street on 16th September and how pleased she was on how well the Circuit worked together. Special thanks were given to Peter and David Evans, Martin Usher and to Don Snook the caretaker at Queen Street for all their help. A letter of thanks has been received from Rosemary Harrison (synod Secretary) expressing her gratitude for how well everything had gone on the day.
A lot of work has been carried out on the Manses since the beginning of August due to the movement of Ministers. Martin Usher retired as Circuit Steward and a letter of thanks is to be sent to him. As Neil Brockbank is leaving the Circuit a new circuit steward has to found, two people have been approached and we are awaiting a reply. Ruth asked the meeting for permission to appoint should they say yes. The meeting agreed. Christine Herbert is to take over from Marjorie Dobson on the leadership team. i Ministerial Appointments At this point Rev Steven Burgess took over the chair of the meeting and explained the procedure for the extension of Mark and Claire appointments. Mark will require 75% of the vote as he wishes to stay over 10 years. Claire requires 60% of the vote. Ruth then reported Following consultation with Marks churches at Westborough and Queen Street, with the Senior Stewards at all the other churches in the Circuit, and with representatives from the local community, and after discussion at the meeting the unanimous recommendation of the invitation committee to the Circuit meeting is that Mark be invited to serve a further 5 years in the Scarborough Circuit as Superintendent minister.
Mark was invited to say a few words. . He believes that he is in his second station in this Circuit and loves the Superintendents job which he feels has taken him into new areas and has enabled him to grow in his Ministry.
Rev Nigel Spencer and Ruth Dale were appointed as scrutineers. The meeting then held a secret ballot.
Ruth then reported Following consultation with Clare's churches at ESJ, Burniston, Wreyfield Drive and Staintondale/Ravenscar, with the LEP's in which she is involved, and with representatives from the local community, and after discussion at the meeting the unanimous recommendation of the invitation committee to the Circuit meeting is that Clare be invited to serve a further 5 years in the Scarborough Circuit as presbyter.
Clare was invited to say a few words. She stated that the last four years had been immensely exciting and she was looking forward to the next term in her ministry and that these would be even more exciting and believed that this was what God was calling her to do.
The meeting then held a secret ballot.
Ballot results 42 members present. Rev Mark Haynes 42 votes in favour, 0 against Rev Clare Stainsby 41 votes in favour, 1 against.
Rev Steven Burgess stated how pleased he was with this result. Mark then resumed the Chair.
Treasurers Report The treasurer reported that we have made a surplus of about £6000, compared with a budget surplus of £2500. This was due to higher income from interest and from Circuit offertories and spending approx £1000 less than budgeted on Manse repairs. The final audited accounts will be presented to the March meeting. Auditing - It was proposed that Ingham and Co be used again at a cost of £500 + vat. This was unanimously agreed. £2270 has been received and paid over in respect of the Circuit property fund. £865 has been received in respect of the auxiliary fund.
8. Circuit Leadership Team - update on Circuit Policy Points Finance Policy Point 1 Clare reported that the TOG has met and after much discussion and approval from District lay employment secretary, it is proposed to employ an administrator for 20 hours per week on a 3 year fixed contract to be advertised in the local press and around the Churches with the view to appointing by 1st November 2006. Clare will be the contact for applications. The proposed interview panel to be Paul Maynard, Rev Clare Stainsby and Rev Mark Haynes. The meeting agreed to these arrangements. The management team to comprise of the Superintendent, one minister, Colin Adamson and Michael Broddle, details will be discussed at the next meeting.
Locations for the Circuit office - Queen Street and Westborough have been considered. It was proposed that the Queen Street Vestry become the Circuit office and resource centre. Some initial concerns were raised regarding the practicalities of using Queen Street, but none of these were insurmountable. Peter Evans as property steward of Queen Street then offered to become a member of this TOG, which was accepted.
People PP2 - Recognise the need within our Community. Chris Lease reported that she had sent out a questionnaire around the Circuit asking for details of everything that happened within that Church. She used Northstead as an example to show the type of replies she was expecting. She asked for a volunteer church which she could profile at the next Circuit meeting, Wreyfield Drive offered.
Property Matters Burniston's bequest has now exceeded £250,000, however the planning authority rejected the latest plans, revised plans are ongoing. If these are rejected it is recommended that they go straight to appeal - this is also the advice from Manchester. The architect is confident that planning will be approved eventually.
Wesley The final service at Wesley will take place on 29th Oct 2006 and the Chair of the District will be preaching. An inventory of all items at Wesley will circulated around the Circuit. Permission has been sought from District Policy committee and from Synod to cease worship and this has been approved. A TOG is to be formed to decide on the future of the building. Mark read a letter of thanks sent from the Leadership Team to all the members of Wesley.
Staintondale Permission has been sought to put the building up for sale with a view to ceasing worship in March 2007. Cundells have been appointed to deal with the sale. . Property Point 3 Wreyfield, Scalby and Northstead have been holding joint evening services, once a month and are working very well.
8. Local Preachers meeting No report, but Mark welcomed Shelia and Martin Stanforth-Sharpe from the Bridlington circuit as an accredited local preacher and a preacher on trial and Rev Margaret Doughty and her husband Vic from Pontefract.
9. Network A report was issued at the meeting.
10. Circuit Life Committee Rev Geoff Bowell will lead this committee.
12. Circuit Business Committee. Manses - Rev Nigel Spencer reported that the flat roof over the lounge at Coldyhill Lane is been repaired at a cost of £800 + VAT. Thanks were expressed from Nigel and Joyce to everybody who helped them move and make the house habitable. The garden shed is also to be replaced.
A number of repairs have been dealt with at West Garth.
The gas fire is to be replaced at Alexandra Park.
The sale of Penlan and the purchase of a new manse is under way. Concerning the sale of Penlan and any future purchase of a replacement Manse the following was agreed: Pursuant to Section 82 of the Charities Act 1993 It was resolved that David Boler (of 19 Deepdale Avenue, Scarborough YO11 2UQ, Ruth Dale (of 8 Gibsons Court, Queens Parade, Scarborough YO12 7HS) and Colin Davies (of 147 Coldyhill Lane, Scarborough, YO12 6SD) be authorised to act on behalf of the circuit meeting and to approve sign and execute in the name and on behalf the Managing Trustees, assurances or other Deeds or instruments for giving effect to any possible purchase, and any deed or instrument executed in pursuance of such authority shall be the same as if executed by the whole body of Managing Trustees.
Clarification has been sought from Manchester regarding the percentages deducted from the monies received from the Sale of Manses. Ruth suggested a copy of the letter be filed with the minutes.
Michael Broddle proposed that the moving fee of £500, normally paid to a Minister on moving Circuits, be still paid to Rev Nigel Spencer in view of the amount of work undertaken on the Manse. The meeting agreed.
Schedule A's were distributed at the meeting and Michael reported that there is no longer a Schedule B, this has been replaced by a new standard form of accounting which can be downloaded from the Methodist Church website. Churches should be aware that by November 9th this year every church will have to have a written policy on its reserve funds which will be submitted to District. Circuit will have to do the same. This is to comply with Charities commission law.
13. Circuit Church and Society Committee has not met but Mark expressed a number of issues which will come under its remit. He urged the meeting to continue their opposition the proposed Sex Shop, by writing to their councillor.
Fair Trade - Diane Robinson reported that Scarborough is looking to become a Fair Trade Borough, but we still need more involvement from local churches and congregations. There is a public meeting on 31st October at Scarborough Library at 6.30pm and she gave a plea for each church to help the action group financially - £20 was suggested.
14. Any Other Business Colin Copeland raised the query of the number of united and CTIS services that are been held often on consecutive weeks. Mark replied that he felt the feeling of the Circuit was that they wanted more Circuit services rather than less.
Paul Johnson from Burniston thanked the Circuit for there support during the Circuit run.
